The documents that prove the preferential origin of goods are:
The exporter must provide proof of origin to allow the importer to benefit from preferential treatment in the destination country. The original proof of origin must be sent to the country of destination of the exported goods.
The Movement Certificate EUR.1 is a document that proves the preferential origin of goods originating from a contracting party, such as EU Member States, CEFTA parties, EFTA states, Turkey, and the United Kingdom. It is used for goods imported into Albania or exported from Albania to these parties in order to benefit from preferential treatment. This certificate is issued by the customs authorities where the export procedures are carried out, based on a written application submitted by the exporter or their representative (see below for instructions on how to complete the application for the EUR.1 certificate).
- Where cumulation of origin has been applied in determining the origin of the products exported to partner countries under a free trade agreement (FTA), this must be indicated in Box No. 7 of the movement certificate EUR.1 by inserting the wording “Cumulation applied with …”.
The origin declaration (invoice declaration) is a document used to prove the preferential origin of goods originating in a contracting party, such as EU Member States, CEFTA parties, EFTA states, Turkey, and the United Kingdom. This document is used for goods imported into Albania or exported from Albania to these parties in order to benefit from preferential tariff treatment.
A declaration of origin may be made out by an approved exporter or by any exporter for a consignment consisting of one or more packages containing originating products, provided that the total value of the consignment does not exceed EUR 6,000.
An origin declaration shall be made out by the exporter by typing, stamping or printing on the invoice, the delivery note or another commercial document that describes the products concerned in sufficient detail to enable them to be identified.

Certificate of Origin Form A is a document that certifies the Albanian preferential origin of goods exported to countries that grant Albania preferential treatment as a developing country under the Generalized System of Preferences (GSP). This certificate is issued by the customs authorities at the place where the export formalities are carried out, on the basis of a written request submitted by the exporter.
According to Guidance No. 10693/2 of 1 July 2019 on the Determination of Tariffs for the Provision of Special Services and Their Administration by the Customs Authorities, the issuance of movement certificates EUR.1 and Certificate of Origin Form A are free of charge.
Document of the Non-Preferential Origin of goods:
The non-preferential certificate of origin is a document that certifies the non-preferential origin of goods. It is issued by the Chamber of Commerce on the basis of a written request submitted by the exporter.
